The Russian attack on Ukraine marks the failure of Western diplomatic deterrence efforts in the run-up to the invasion. Yet, while the collective dissuasion attempt fell through, NATO’s general deterrence currently still holds as Russia has not crossed the borders of any NATO countries. Meanwhile, the Western community has become more unified in the course of reassuring the eastern flank allies, thereby increasing the credibility of its deterrence. Regardless of any intentional or inadvertent escalation of the Russian threat, deterrence pressures and activities are increasing in the region and will continue to do so in the foreseeable future. Getting NATO’s deterrence right in the Baltic Sea region is mainly about reinforcing defence capabilities, building on the current – primarily symbolic – allied forward presence in the region.
