Democratic Engagement in Local Tripartites (DELTAR)
DELTAR integrates practice-based insights and participatory research to develop models for citizen involvement that supports democratic engagement in the implementation of the Green Tripartite Agreement.
DELTAR is a research-practice project by the University of Copenhagen and Gate 21, with HOFOR and the municipalities of Roskilde, Køge, and Lejre. It develops participatory strategies to promote sustainable, democratic landscape practices and support land use transitions.
DELTAR explores how participatory and deliberative democratic practices can support multilevel governance and link public debate with formal decision-making. Central to the project is the development of a model for citizen involvement in implementing the Green Tripartite Agreement. This model builds on research connecting citizen participation with sustainable outcomes, refining co-creation methods that enhance political legitimacy in land use planning.
By incorporating ecological interdependencies and diverse cultural perspectives, DELTAR seeks to embed inclusive values into policy frameworks.
The project has three main goals:
- Develop a prototype for citizen involvement in holistic spatial planning that integrates regulatory demands with local visions for land use.
- Design participatory strategies for implementing the Green Tripartite Agreement, including clear principles and practices to foster dialogue and capacity building.
- Strengthen multilevel governance by embedding citizen engagement into municipal planning, enabling policy innovation and community-driven transformation.
Recognising the value of diverse perspectives, DELTAR invites collaboration across sectors. Municipalities, researchers, NGOs, foundations, and businesses working with climate, biodiversity, and sustainable land use are encouraged to join as “Friends of the Project.”
This network offers participants the opportunity to stay informed about DELTAR’s findings, contribute to discussions, and take part in workshops, events, and co-creation activities. Through this collaborative approach, DELTAR aims to build a strong community of practice that supports democratic innovation and the transition to more sustainable and resilient landscapes.
